The Swedish Public Employment Service When the employees at the Employment Service pointed out that they regarded their Windows passwords as too unreliable, the decision was taken to find a new system for improved IT security. The Employment Service’s IT staff, early on, had a clear picture of the security system they wanted. Their objective was a robust security solution based on two-factor authentication and smart cards. Their ambition also included using the same cards for physical keycard entry and as ID cards for all the Service’s employees.
